Hi, let me tell from my experience on this site.

I guess site has adopted different policy since this May- June some time around. 

Earlier based on activity your level was increasing. In my case I had interacted more with people here, thus my level increased to this level. Getting reviews was one of the way that time. I was operating earlier profile it worked there with reviews. On this profile I didn't asked anyone to give review, but based on interaction such as direct message, IM chat, comments I reached to this level. Earlier profile I was around 63-64 level. That's different story.
Now comes the twist, from May- June levels were freezed for standard member.  People who have joined after that are on level- 1 only. Those with some other level they are at same level.

Twist is that those who are VIP their level increased to around 25-30, I know some VIP member who joined around May- June got that level. Although this is new development I haven't seen anyone getting increment on this so can't really tell how to increase it.

It is a working mechanism of site now. Any other doubt on this explanation Kindly inbox as due to lot of comments here I may miss it.

I think it will not work for upgrading to VIP. We have to make payment for the up gradation.

Level have nothing to do with VIP membership. I have never been VIP member but I am a level 19 now.  It depends on how much time you spend and how your interactions are with other members. The moderators are very active and do great work reviewing user communications.

Levels  is based on activities..  The more active u r more level is up..  And it doesn't really  matter if u r a vip member or not...
