Online safety - has anyone heard of OSHA certificates for those using dating site?

Has anyone else heard of a website called onlinesafetyhealthagreements, where you allegedly sign up for free to get an online certificate, proving you are who you say you are on dating sites? Friends have said it sounds like a massive scam.
