Why friend someone when you don't want to reply to their chats?

I have seen people, from my own friend list both here and on facebook, that people don't really know the meaning of connection. They will accept your requests without a word for so long, you'll forget their existence. Then out of blue, you remember that they exist. You pm them, but they never reply.
Wonder why do they even try to connect?
